There's no phone jack - just ethernet, usb, coaxial, and power.

I don't use comcast but this modem currently appears on their "DOCSIS Devices" page with top certification in their testing (3/3 stars).

Does this modem support a phone line?

I bought it for the increased Internet speed provided by my cable provider.  I couldn't get it to work even after a service man came out.  I had to send the modem back.  I have no idea about a phone line.  Sorry.

Compatible with Cox Cable - Rhode Island ??

Yes, it is, but only to their Premier level of service.  There are newer models in the DPC line that support a higher level of service though.  Consider the DPC 3825 or the DPC3010.  Alternatively, you can visit Cox's main site and search "supported modems" and you will find their current list.
