Does this item require a per user licensing fee? if so, after how many users?

It does not have a licensing fee for users. It does have a limit to the number of connections it can maintain. I do not remember the specifics but I believe it can handle up to 100 tunnels of site to site or Client to site with an IPsec connection. You also have the The other protocols in which different connection can be made as well as the Linksys Client. I do not ever remember reading if there is an aggregate maximum combined number of connections that can be maintained or not. In fact I'm not sure if this is every addressed but it has been quite some time since I have read the documentation. I do recall though that in each protocol they spoke of the number of connections it would allow.... including using the client... which is free. I would go to the product page and get the latest version of the manual for the most recent specs as they may have changed. There have been at least 3 versions of this router and multiple firmware versions. Whether or not that has made a difference in connections I don't know, but the latest manual will for sure give you the best and most accurate info.

Can you please tell me the hardware revision of these units: v1, v2 or v3?

I just received two (2) of these from Newegg (it's October 2013) and both were V3's.  Both needed updates to the latest firmware (4.2.2.08 from April 2013).

Can this router handle 10 MB on each van -- line?

The 082 does have a pair of 100 Mb interfaces and certainly it does support connecting to other 100 Mb device interfaces.  But that certainly does not mean that the 082 can forward 100 Mb of traffic. Cisco has published some figures that indicate that the 082 should be able to forward almost 38 Mb of traffic. Note that these performance numbers are based on the router forwarding traffic and running no other services. It would seem that the 082 should be able to handle the 10 Mb connection. If you are currently only getting 1 or 2 Mb throughput then it would seem that there is some issue that is impacting your traffic.

Do I need to install a VPN client to connect to this device?

The RV082 functions as an ordinary router, but it has many additional features compared to the plain "consumer" routers that are normally provided by Internet Service Providers.  With regard to the built-in VPN capabilities, the RV082 can be set-up to accept secure, VPN connections from computers that are outside of the Local Area Netrwork.  In order to establish a VPN "tunnel," the outside computers would have to use either a VPN Client or their built-in VPN capabilities (usually more-difficult to set-up compared to using VPN Client software).

Another option is to configure the RV082 to act as a VPN gateway, between one or more other VPN routers.  This is called "site-to-site" VPN.

In my setup, I'm using an RV082 at my office, and a smaller RV120W at my home.  The 2 routers are set-up to create an automatic site-to-site VPN tunnel between the 2 locations.  The computers at home and the computers at the office appear to be part of the same LAN, with traffic flowing through a secure, encrypted VPN tunnel.

I hope this information is helpful.  You can download the RV082 or RV120W User Guide from Cisco's website.  I'm NOT a network "guru."  I'm just a satisfied user of these products, and I learned what I know by reading the User Guides and by trial-and- error.

We have 768/128 ASDL but could get two lines if this router would then provide 1.5/256. Is that possible?

yes to router will bond multiple Internet IP addresses. it also has the ability to perform enhanced upstream and downstream configurationas well as an aggregate bandwidth and throughput

Is there a Gigabit 10/100/1000 version of this router?

Stay away from this router, or get the Linksys branded one.   If you want 10/100/1000 I would get a Sonicwall or basically anything else besides this garbage.  This had a lifetime warranty which I liked, but I am on the 3rd one as they have been going bad every year, and they charge $80 to cross ship a replacement.  I have another location using the same router but branded linksys and it has been working fine for years now and was the reason I purchased this......big mistake.

Yes, I use the port forwarding in my RV082 for my AXIS security camera.  Works like a champ.

Is this a V3?

Yes it is V3. However, you're better off with a Watchguard XTM 25 appliance. TRUST ME. Just upgraded 2 RV082's with 1 of the XTM's and it's way faster.
