Are these true 6Gb/s cables?  I cannot get better than 3Gb/s performance out of my Samsung EVOs with these.

Any SATA cable is capable of doing 6Gb/s, even ones that don't specifically say so, or were made before the 6Gbps standard existed. I own these cables and use them in my own build, and I can tell you first hand that they easily achieve 6Gbps. There is always the possibility that you got a bad batch, but usually that would result in the connection cutting in and out or just plain not working in the first place. Most likely, the fact that your cable is working but achieving limiting speeds is due to your SATA Controller. To test this you could always take a cable from a different system that is achieving 6Gbps and put it on the same port and SSD in your build and see what happens, or take your same hard drive and cable to another PC that you know has 6Gbps ports, and see what speeds you get there. Most likely, your problem is your controller, and not the cable.
