Can I connect from a vga port on my monitor to a HDMI port on my graphics card?

Yes, just use a standard VGA cable (male connectors on each end.)  Connect VGA cable to your monitor and plug other end into the female VGA on the adapter, then plug the male HDMI plug on the adapter into your HDMI port.

This is a unit with its own conversion algorithm embedded on an internal ROM chip.  It takes a HDMI Signal and produces a VGA signal.  It needs no extra drivers or software.  I used it between a Acer Windows eight computer producing HDMI output and ran it into an old 1990s era svga projector.  It worked first time strait out of the box.

I'm sorry I don't know anything about HP Chromebook 14, like does it output HDMI or what you are running the video signal into does it take SVGA input.

Will this work with my hdmi out (source) coming out of my computer into my vga monitor?

Supposed to, but crashes my  new HP pavilion HPE with DVI and hdmi video output 
just by plugging it in without being hooked up to a monitor.
I wanted to use a VGA monitor for security software (4:3)

How can I tell if will need to use the micro usb port to power this device?

I'm not sure how to tell, but I can tell you my results:

Yoga 13 - sort of works, screen flashes from time to time, having it plugged in to usb power does not make a difference.

Yoga 2 Pro (using a micro-hdmi to hdmi adapter as well)- Does not work at all if not plugged in, works flawlessly when plugged into usb power.
