Question 1

Does this do multiple output at once? or is one display at a time only?

NO.  I was hoping the same.  It is ONE output.  You just choose from the HDMI, VGA, or DVI-D.... notice the DVI is the digital only out.  I had a Macbook pro for my previous job and I wanted to dual monitor out from just one of the Thunderbolt connections but I could not do this... you would need two, and have two thunderbolts.

Can I use this to convert VGA output to display on an HDMI monitor?

No you cannot.  You plug the mini DisplayPort cable (coming out of the box) into the mini DisplayPort port on your laptop and hook a monitor to one of the other connectors.

What you need would have a VGA input and HDMI output.  Most monitors have the RGB connector so you don't need an adapter.  If you monitor does not have an RGB connector, you'll need something like this:

What about HDCP (High Definition Content Protection)?  Does this product support that, particularly if using the VGA output?

I don't believe your Mini Display port will HAVE HDCP.  Good question though when it comes to Macs.  You may have to ask Apple.  This I am sure does not "handle" HDCP.

Will this plug into the Surface Pro 3 docking station?

It says this is a passive adapter, but in stats it says the VGA port is active? Yet in product description it does not mention this anywhere!

What are you trying to do.
It is a display port 
 Either of the 3 can be used but only one can be active at a time. 
The adapter does not need power whatever power requirements, is used from the host.

Is this product compatable with Apple or Mac computers. Older models ?

it is compatible without the HeatPipe if the Mac has a m.2 Nvme slot or adapter to PCI-e adapter card if the addon card with fit. The Mac OS must recognize NVME: High Sierra min. only up to Catalina.
