The fastening clips make no sense to me. How are they to be attached during installation?

Most Intel socket cooling fans, if not all, have spring clips. You push the screws down, while in place, and turn it 1/4 to 1/2 turn in order engage it. That is all their is to it. Very much different than the other cpu brand fan installation.
