No it does not come with it applied. There is a miniature tube of thermal paste included, its inside the bag with the mounting parts.

Does it change color?

Yes it does it can change to red, green, blue, yellow, cyan, purple and white with the included controller. However it does have the four pin connector so it can connect to your motherboard with Asus aura sync, gigabyte rgb fusion, msi mystic light sync, and asrock polychrome sync.

I have the Hyper 212 EVO installed already and I kinda want the Hyper 212 RGB . Will I have to use the RGB's mount or can I slap this one to the already existing mount?

I'm pretty sure you could unscrew the Hyper 212 EVO and screw on the Hyper 212 RPG.  There are four small phillips head screws at the corners.  Should be straight forward.

I love the fan, but my rgb doesn't seem to be working for it, I don't believe it is broken.
Is there a software needed to make it work
or should i disconnect the controller and reconnect?

If you have the RGB header connected to the RGB pins on your motherboard (NOT the ARGB pins, they are not cross-compatible), make sure the little arrow on the CPU fan connector matches up with the +-12V pin on the motherboard. You should not need software for basic RGB colors, I believe this comes with an adapter you can use to change the colors to your liking. However, using a software such as ASUS Aura Sync, MSI Mystic Light, ASRock Polychrome, EVGA Precision X, or Gigabyte RGB Fusion will allow you to control the RGB fan so long as it is properly connected to an RGB header on the motherboard. Only use a program that is made by the manufacturers of your particular motherboard, the only exceptions for this are RGB devices that are particular to one brand such as Corsair with their iCUE software or Razer's Chroma software.

No, it will not. It depends on airflow to cool the radiator of the heatsink.

Would this fit on the GIGABYTE B450M DS3H AM4 Motherboard? I feel as though it might get in the way of the RAM.

Sorry I didn't finish my thought. Go to the pc part picker. Use their system build feature and input your processor your motherboard and your cooling fan. The site will check for compatibility and alert you to any incompatibility issues.

I didn't think the cooling fan would clear the RAM in my PC either, but it did.
