is this better than a intel stock cooler?

Well here’s a way to look at it. It’s better in that it’s visually more appealing. It’s more difficult to install but easy relative to water cooling. It has its own inline led (intensity and color) settings. Cooling? Not sure, I’m a typical stock is best builder (20 plus years). Got it for a client that wanted colors but not crazy amounts. Works great.

It looks like a UFO but does it cool?

Yes for normal every day use and not overclocking this cooler works as advertised.  Just be sure you have decent airflow in your case and you should be good.  I am using this cooler with a Ryzen 2600 (non-X model), G.Skill RGB 3000 RAM (2 x 8gb), Msi Tomahawk MB, EVGA GTX 1070  in a full tower case, Thermaltake Overseer RX-I with 3 x 200mm  and 1 x 120mm case fans.  Temps at idle is 38c.  Normal operations (surfing the web, youtube, netflix, MS Access, Word, Excel or visual studio for some programming) about 42 - 46 degrees C.  Under light gaming I've hit 52c and under heavy gaming loads it has reached up to 62c.  Still quite under the 95c rated threshold of this CPU.   If you are going to overclock I do suggest water cooler over this one.  But if you are sticking to stock settings this cooler is just fine.

Does this fan impede on the RAM slots? I've seen a lot of videos complain about this but other than that does it still work fine with most builds?

You will probably have to install the RAM *before* you install this heatsink/fan.  It does not interfere with or touch the DIMMs if they already installed, but you probably can't install the DIMMs closest to the CPU socket if you install the G100M first.  For reference, I'm using 8 Crucial Ballistix Tactical DIMMs on an MSI X99A Gaming Pro Carbon mobo and I installed the DIMMs first, then the heatsink/fan.  There is good clearance on the DIMMs in use, but as I said, you have to install the DIMMs first before you install the G100m.

Would this cooler fit on an matx motherboard (Gigabyte b350m ds3h) without blocking anything or making it unusable?

Well, I have it on a Mini-itx board for the 8th gen i7 8700k.
ASRock z370 gaming-ITX/AC is the Mobo.
I just had to make sure to put ram in first because this cooler basically sits on top of them (has like 4mm a clearance with small heatsinks). Which is another thing, you can't have huge heat fins on your ram, they have to be pretty minimal. I used corsairs vengeance series with the low profile heat sinks on them and that's how I have clearance. 
It comes down to having all the cables connected and ram inserted properly before you put the heatsink on and you're golden with clearance.

how does this compare with the "AMD Wraith Stealth Cooler"?

This part is a 130 watt TDP cooler, the stealth is a 70 watt TDP for 65 watt class cpus. The g100m easily keeps cpus cool, it is however, extremely low profile. This means that most RGB ram will not fit with it. Only non-RGB ram will work and it must be installed before mounting the cooler. That said, it compares to a wraith spire or prism(both 140 watts) in a much lower profile for smaller cases. I have used this for several R5 3400G builds in small cases, the latest being a 3700x in a small case with a 5700. The cooler works great if you understand its limitations going in.

Cooler Master says 130 watts tdp. I have an amd ryzen 5 2400g, 65 watt tdp processor and this allows lots of room to overclock.

Does it have white color? or can u turn lights off?

the white is the normally rgb blue ish white and you can turn the lights off either with software or with the cooler master rgb controller.
