It means it is only designed to cool the CPU, and can not be used as a case fan, and it uses a fan mounted on top of a heat sink to cool the CPU.

Will this work with a lga1151 socket?

Yes. I currently have one on my i7 8700k, and it cools quieter and better than the Intel stock cooler. However, the 8700k seems to run a little hot, and I don't think this cooler could keep up in an overclocked build. It also has trouble keeping temps down under insanely demanding loads like FoldingAtHome (which is kind of not a fair test anyway), but it has been fine for normal gaming and other use.

would this be able to cool an i5-8400 well?

The i5 8400 is a 55watt TDP, I currently have this in an overclocked i5 3570k which is a 77watt TDP chip, in other words, my CPU gets hotter than yours and this heatsink still keeps it cooler than the stock heatsink I had on it. I hope this helps and answers your question.

Can you turn off the rgb if you want to? How do you control the rgb?

There's a manual button controller included inside the box to cycle colors and patterns. You can turn it off, or not plug the rgb wire. The rgb will sync with the rgb port on your motherboard if you choose instead of the manual controller.

Will this fit on a micro itx motherboard in a ATX mid tower case?

I've never heard of a "micro itx" motherboard, but this should work on any motherboard (including micro-atx and mini-itx) with a LGA 115x socket. This is not a particularly large cooler, so installing in an ATX case should provide ample room.

It was borderline on my 6700k. It works, but runs hot on high load. I'd spend the extra 10 bucks or so.

Would this work with a Dell i-3847? I upgraded the cpu to an I7 4790 but its getting a little warm during Overwatch (~77 C). I had heard that dell wires there MOBO so as to not allow upgrades like this. THANKS!

I don't have a Dell i-3847 to test with, but I can tell you that Dell has used their own proprietary coolers in the past. For example, when Intel was shipping heatsinks with the push-pin mounting, Dell was using their own screw-on heatsinks. If anything, I'd try a high quality thermal paste with the original heatsink and see if you can put a higher RPM fan on it.
