will this work with at EVGA GTX 1070 SC?

No. It only works with the founder's edition of the 2018 rtx. The thermal pads and thermal grease is pre-installed and it may cause a problem if it doesn't fit just right. hope this helps.

I have an MSI RTX 2080. I am wondering if this will work with that card as I don't want to purchase this only to find out it wont fit or wont line up properly?

No. It only works with the nvidia founder's edition of the 2018 rtx.
