Question 1

I just installed this and it runs about 999rpm on the fan speed without corsair link installed yet. my motherboard marks that as red or slow is that what they run at?

Not being familiar with your motherboard, I can only suggest generally.
You need to go into your bios settings, the setting for the fan port which you have the pump connected to needs to be set for DC fan, Not pwm fan. Next set the lower threshold limit to 250 rpm.
That should stop the error.

what brand/model fan might be a quieter replacement fan for the stock fans?

I personally don't think the stock fans are that loud. I have my R9 290X overclocked so those fans kinda drown it out but I am big on Corsair so maybe a set of Corsair SP120 Quiet Editions would suit you.

I don't see AM3+ support listed like many others, Why?

I think it does support AM3+ because its not much different than AM3.  The sure way to find out is to contact Corsair support.  They have always been responsive to me.

I am using the cooler with a LGA 2011-V3, and its been a while since I built an AMD system so please do contact Corsair support.

Question 4

Do I need to use the cosair link feature?  Without it can I just have it run at full speed 24/7?  I rather not use the corsair link feature and rather have it run 100% speed 24/7 if possible

It's not absolutely necessary and Corsair Link is a tad "wonky" in the beginning. The trick is to install the software AFTER you've installed the liquid cooling unit and not before. Otherwise you'll need to uninstall the software and re-install it again in order for the software to properly detect your hardware. I've ran this unit at 100% and it is MUCH louder than a stock fan going at 100% (AMD or Intel). Link isn't perfect by any means but in my personal experience it's been adequate at monitoring my system's vitals.

Does this product come with thermal paste? Is thermal paste necessary with this product, as in, is it pre-applied? I hope to use this with an intel i7.

It comes with thermal paste pre-applied, but you can always clean it off and use your own preferred paste. I'm also using it on an i7, I'm pretty happy with it.

Question 6

Corsair recommends setting the push pull fan to bring outside air in. that's how I set mine up.
It might be better for overall case cooling to have it exhaust out. Has any one set it up that way with good success?

Yes.  I have 4 other fans bringing in cool air from the front and top.  The corsair is setup to vent all air as exhaust.  Temp never goes up ore that 10 15 degrees from room temp.  With heavy usage

will this fit a termaltake overseer rx-i case??

Free what i can see in the pictures of that case it looks like if u do the dual fan setup its gonna just clear the top of the case and or cpu.. looks like its gonna be a tight fit. But doable.  Hoses are very heavy also so they dont bend easy. very thick like 3/4 inch

Do you have to attach a backplate to the back of the motherboard this is going to be installed on a AMD CPU ?

there's a back plate on the motherboard that would normally clip the fan to the connector bracket, you would have to remove the screws that hold the those brackets and attach the standoffs where the screws where.

is the h60 compatible with 6th gen cpu's lga 1151?

Yes:
After searching around a bit a number asked this same question on Tom's Hardware and the answer was yes, it is also mentioned on Wiki

"Cooling solutions for sockets LGA 1151, 1150, 1155 and 1156 are interchangeable because they all have the same distance of 75 mm between each screw hole."

Just search using: lga 1150 and 1151 and you should see the source.

Question 10

I am currently using an H55 Quiet in my setup and my 5820K @ 3.7Ghz is consistently floating 70-74C during Prime95 . I feel that is a little too hot seeing as I'd like to push my CPU up to 4.7. Would it be worth the money to get this instead? Or would the difference with a single fan radiator be so small that I should just get a 240mm instead?

Any help is appreciated, thank you.

That might be a little high, although- you could always try the overclock first and see what the results are.
A radiator is only as good as the air and heat flowing through it.  The H80i GT's higher pressure fans make that radiator more efficient, although with a slightly louder result.  
Don't take that to mean the fans are loud, though. I find this cooler to be quieter than the stock Intel cooler I was running before on my i7 930 (time for me to upgrade!).

You can also get a few degrees extra cooling using a decent thermal paste and proper application.
