does it have thermal paste applyed?

if you look at the package contents on the specifications, it should tell you.  Mine did come with the thermal paste pre-applied.  It also had a secondary hard plastic cover over the conduction plate inside the box to keep the paste from rubbing against anything during shipping.

Will this cool a i7-9700k sufficiently?

In my case, I had to use only one fan and it still cools efficiently.  I use the system to play an online game (Aces High) with heavy 3-d graphics and it performs admirably.  I would highly suggest it.  BTW...  the reason I can only use one fan is that my video card also has a closed loop system with a radiator so I have no room in the case.

Question 3

Will the mounting bracket work with an  LGA 2011-v3 socket CPU? I have an i7 6950X I'd like to use this for if it is compatible.

I have used Corsair closed loop water cooling on a 2011 pin socket in the past.  It has been a very long time so I can't promise but I believe it is compatible.  Check the advertised specs very closely, they will list it.  If not here, go to the Corsair website for this model.

Does it have one fan or two?

it came with two fans, one for either side of the radiator, one for pushing the air and one for pulling the air.

Question 5

What is the length of the tubes? My plan is to mount the fans and radiator at the front of my mid-tower if the tubes are long enough.

My tubes are roughly 13 inches long. In my Antec 900 case, it could easily reach the front top section. However the radiator is quite a bit bigger than the fan, especially on the hose side. It would not work as a front mount on my case as it only accomodates 120mm fans, barely.

is thair any chance it will leek and do you need to clean it like a custom one?

Chances of leek are none, since it doesn't come with any vegetables and you probably wouldn't be using your computer as a refrigerator.  
As for leaking, that you would have to take as a serious question with the manufacturer.  I've had mine for a couple years now and no issues have arisen yet.  
As with any computer component that circulates air (through the radiator in this case), yes, you absolutely have to dust.  All pc's that aren't kept in a 100% dust free clean room, have to be dusted, even if they just use regular fans and not liquid coolant radiators.  If you are referring to the internal guts of the pump needing to be cleaned, then there must be impurities somewhere in this aforementioned custom one as that should not be a normal consideration if all the parts are fitted properly.  
I have not had to drain or clean the internal parts of mine.

Do I use the waterpump header on my motherboard for the pump plug? I have a hero 8 and hero 10 if it matters.

I'm not sure I understand your question but I will say, it is a closed loop system and very reliable.  The fan assembly replaces the 120mm fan in the case and the block goes on the CPU to cool it.  There are 2 motherboard connectors, one for pump and one for fans (technically 3 connectors but I think the fans have a Y connector).  I hope that clears it up.

What are the dimensions of the unit with the fans attached?

The largest dimensions are 155mm (H) x 120mm (W) x 77mm (D). The radiator is slightly deeper than the two fans, and its vertical height is 155mm. The fans themselves are 120 x 120mm.
A word of caution is that not all cases that say they support 120mm AiO coolers will fit this cooler. I have two such cases.
One because the radiator height hits the top of the case (which is 16.8" tall), and the other because it hits the side panel (with a width of 7.75").
Also, the block height is 33mm, but I don't see that causing any issues.

Does this come with a backplate compatible with asus z97 motherboard?

Your board is a socket 1150 which this cooler will work with it. It will have all the parts you need including the back plate

How does this attach to a PC case?

this model mounts a fan on both sides of the radiator you simply run screws through the area of the case then into fan and into radiator. Your case must have room to mount water cooler some do not. You may need to remove the fan at the rear of your case and replace with this unit. I purchased a case  that was designed for liquid cooling, I mounted it to the top of the case.
