Q: will this power an i3-7350k?

I have a single Geforce 980Ti powered with this, it works fine. If you have more than one graphics card in your computer or are planning to overclock, I'd suggest a higher-wattage power supply.  Any PSU rated for SLI will typically support a single graphics card just fine.

Do you think this would work within a Envy Phoenix 810-230qe?

It should work.  But you should open the Envy and take some measurements on the existing power supply and compare them to the spec measurements of the Corsair.  With a modular power supply, you have to add a little space for the various power cable connectors.  A non-modular power supply would not have the connectors.  Also, the Corsair is 850W.  If you aren't really adding additional hardware to the Envy, maybe you should look at a 600-650 watt supply.

is this ment for top or bottom psu mounting?? and would it hurt that i only need 700watts but i am thinking of getting this so is it a bad thing to have more power? and i take it this will fit in a nzxt 530 full size case

I mounted mine on the bottom, but I assume cases with top mounts would have the necessary brackets to make it work.

It is always a good idea to have extra power. When I bought this, I only needed around 550w. When you buy a power supply that supplies more than you need, it will help it run quieter and sometimes even more efficiently.

And you should have absolutely zero issues installing this in your nzxt case.

Will this fit in XPS 8700 case?

It is hard to say since Dell doesn't usually give a lot of details about their configured computers.  Looking that the pictures on the Dell site, the power supply in the case appears to be a standard ATX cross-section.  The question would be about the length.  A side view of the computer shows some room at the end of the power supply.  But can't tell if there are things on the motherboard that stick up.  The RM850X is longer than the power supply that is in the Dell.  And you have to allow about an inch for plugging in the various cables to the modular RM850X.  The best thing to do is if you have the Dell available to you, measure the length of the clear space for the power supply and compare it to the dimensions given on the Newegg page under Specifications.  And allow a little for the modular cables.

Yes. For future reference when trying to determine this, go to the Specifications tab and then look at the "PFC" (power-factor-correction) line. It's also worth noting that *most* higher wattage power supplies are an active type these days. Makes buying a UPS pretty expensive/annoying. ><
