Will this work in a micro atx case?

You would need to check with the particular micro ATX case. This is a standard size power supply and fits most anything, but a micro ATX case could support this power supply or may need a less common smaller size.

Will this work for an Inspiron 3847, specifically does it have the proper motherboard connectors?

Corsair has standard connectors and the Dell has in the Inspiron line consistently ignored the ATX standard.  In the builds I have done the fans and peripherals all connect fine and the MB power cables too.  The Inspiron variant MB has some differences as does the case in front panel stuff.

Putting a non-Inspiron MB in an Inspiron case is next to impossible, but the PSU has always fit for me.  You had best study the PSU-MB connectors on the MB and compare them to the standard  ones though.
