will it be able to connect laptop with t.v.?

That depends on if the TV is Bluetooth enabled. If it is, you are ok, if not, it will not work. As far as the device goes, I own 4 of them and they all function flawlessly.

Question 2

Will this work with an Xbox One remote to my PC? (yes I verified the remote is has bluetooth)

Yes. Make sure you install the drivers on the little CD. Xbox is directly affiliated it Microsoft, so the controller will work natively without any third party applications. usb 2.0 or 3.0??

It is a usb 2.0 however it does work in a usb 3 port without issues and the speed of usb 2 is not a bottleneck for bluetooth

I plugged it in and all device manager tells me in Windows 10 is "Windows has stopped this device because it has reported problems. (Code 43)". How do I fix this?

Getting awful, static audio quality when using this device to connect my Bluetooth headset to my computer. Is there any fix for this ? I am using Windows 10 and Sennheiser 4.40 wireless headset.

Tough to say: I don't know your Headset, so I cannot speak from  experience! I will suggest that it's usually a Good  Idea to try uninstalling / reinstalling anything that's acting up. My old Toshiba C855D-S5100 laptop is running Windows 8.1, and the Costech adapter sometimes becomes 'invisible' (!), & I need to try another USB port. I also like to go to Command Prompt and run "SFC / Scannow" every now and then...it helps keep Windows happy! Finally: it does seem to me that this Costech 'is' a bit twitchy...perhaps we'll both eventually move to another Brand...?!  Good Luck.
