Question 1

Hi, I am interested in buying some computer fans and I was wondering how to tell which fans are intake vs outtake (exhaust)?

Please explain thoroughly, thanks! =]

Most standard case fans can be used as either. The only difference is in orientation. All fans intake on one side and exhaust out the other. If you point the intake side toward the outside of the case then the fan pulls air in, i.e. it is an intake fan. If you point the exhaust side toward the outside of the case then it's blowing air out, i.e. it is exhausting.

Some fans are specifically designed so that their orientation isn't changeable, like a PCI slot exhaust fan.

I have a Cougar Solution PC Case that I am building. My question is what is adequate cooling or how many additional fans should I install, in addition to the one fan that came with the case?

For cougar cases i would advise to use the same fans on every fan spot. I use a Cougar Evolution with 5 x 120mm and 2 x 140mm Cougar fans. 6 of which are hooked up to the fan controller on the top of the cougar case.

How would I attach this fan to a 212 Evo?

From what I can  tell from pictures of the 212 evo there is a bracket on the heat-sink that you use to attach fans to it. You might have better luck confirming that this bracket works with all 120mm fans by asking a similar question on the 212 evo's page here on newegg or other review sights. Good luck I hope it works. What are the difference in quality / performance, of the Cougar CF-V12HP, V12HPB, and other Cougar configuration?

The Cougar Fan (CF) breakdown is as follows:

V - Vortex series fan
T - Turbine series fan
Digits - Size of fan in centimeters
H - Fan has a hydro-dynamic bearing
S - Fan has a hyper-spin bearing
P - Fan uses a PWM (4-pin) connector
B - Fan is black as opposed to orange

Some reviews mention the cord is short.  Can someone provide the length of the cable?

Power cable is about 10 to 12 inches. Not overly long.

It depends on the case. I prefer to only use DEMCiflex Filters.

would this work well enough to cool a NOISY  Antminer S4 Bitcoin Miner?

I think the cooling will be fine with almost any fan, but i been using these fans in my rig for 5 years now in Arizona for my workstation/gaming and they have no more noticeable noise from the day I first bought them .  I own 7x of the 140mm and 2x120mm all working great after nearly 100% up time.

Is this a high airflow fan or a static pressure fan?

The specs would claim it to be a static air pressure fan. I've bought some for my friends who don't like to clean computers with filters in front, does a fine job pulling air through.
