will this chip work in this motherboard?

ASRock FATAL1TY X99 PROFESSIONAL LGA2011-v3/ Intel X99/ DDR4/ Quad CrossFireX & Quad SLI/ SATA3&USB3.0/ M.2/ A&2GbE/ EATX Motherboard. It says quad channel non ecc but I don't know what the difference is in ecc and non ecc memory is.

ECC stands for Error Correction Code which allows the memory to automatically correct a single bit error and detect multi-bit errors.

This is usually reserved for Servers running Xeon processors and performing critical tasks such as scientific or financial calculations.

On a desktop machine, it's overkill.

Your system board does support both Xeon E5 v3 processors and ECC memory as per the product page

"Supports DDR4 UDIMM ECC*, RDIMM Memory (*It requires DDR4 ECC x8 (8 bit) RDIMM/ x8 (8 bit) UDIMM with Intel® Xeon® Processors E5 Series, but not include x4 (4 bit) RDIMM/ x4 (4 bit) UDIMM.)"

If you are using a Xeon E5 v3 processor, this memory will work. Core i7 does not support ECC memory and will limit you to 64GB.

In any case, it would be wise to look for less expensive non-ECC memory for your desktop (game??) machine. For example, CORSAIR Vengeance LPX 32GB (2 x 16GB) 288-Pin DDR4 SDRAM DDR4, offered on Newegg, is cheaper and compatible with your Core i7.

This is labeled as 'Server' Memory.  Will it work in a desktop PC that takes DDR4 at this speed with 288 pins?

possibly. no way to know for sure, entirely depends on the motherboard. although note, it will run as non-ECC memory.
