Is there a reason the price is sky rocketing? and when when do you think it will come down (if ever) because this is WAY too much for this cooler?

The seller this primarily comes from doesn't appear to be selling it at the moment. And it looks like it's also out at the Cryorig store. Not really sure why Newegg hasn't done something about OutletPC's pretty clear hike in price.

Question 2

Can this be installed without the use of a backplate/mount/bracket?  My case doesn't provide access to the back of the mobo, and I'd rather not take everything out if avoidable.

Sorry, but no.  You need to be able to access the back of the mobo to install properly.  Even if you could get away without the backplate (not recommended), the screws must be inserted from the back side to hold the unit to the mobo.

I have 4 RAM slots next to my CPU fan, if I buy this thing, would it cover over the RAM stick slots?

If you're using an itx motherboard, you may have issues, but on matx and atx, an issue is unlikely.

This cooler is offset to help with ram clearance as well. I'm using the d3h z270 matx board in my rig, and it's close, but there's still 3-4 mm space between the 4th stick and the cooler.

Do I have to assemble this cooler myself? or is it preassembled?

You have to "assemble" it the same way you would any other cooler. Install retention bracket, place bolt-through pieces, apply thermal paste, screw together.

Cryorig has a detailed install guide and even a how-to video on their website.

Can I remove this fan and mount on a different one?

Yes, you can do that. It uses standard 120mm 4 pin PWM fan . You also have additional mounting brackets to mount dual fan configuration.

Better than most other popular coolers in my opinion, from the side all you really see is the top of the cooler, which is black.

It should work fine with that CPU, its compatible with several different socket types including the one for that i7 7800x

i5 4460 is LGA socket size 1150

Cryorig H7 is compatible with LAG socket size 1150

Is it possible to mount this cooler vertically? Meaning the air would flow to the top of the case?

Yes. The mounts can be adjusted to allow it to hang vertically instead of the typical configuration of pointing towards the rear of the case.

Question 10

Idle Temp for 7700k with this cooler stock speed? I am at 48° Celsius with 2x Fans mounted on H7. Seems High. Should I reapply paste and try again?

Around 37C should be normal. Re-apply paste and make sure it sits properly.
