I stream through Sling and a couple of other sites and haven't had any issues.  I've also had friends login remotely and watch live tv with me (TWD on Sling).  They had a little lag, but that is also based on connection speed.

Can this computer run games like Cs-go, Garry's Mod, Fallout 4, GTA V, etc. at medium - high settings? Also does this computer come with a wireless card, if not what is a good wifi card to purchase along side this computer?

Also to answer the wireless card question, no it does not come with one. Even in this case, it does have plenty of room for a new one. I personally prefer to use a wifi extender with an ethernet cable hooked to it. If you really want a wireless card, as long as it is the correct size for the slot you want to put it in then anything should work. Hell, it's got 2 USB2s in the back, 1 USB2 in the front, and a USB3 in the front as well. You should have plenty of room for what ever one you like, and for pretty cheap.

Does the fan make a lot of noise?

Some noise but not too much. It's not terribly loud and I actually barely notice it while gaming and whatnot but it might bother you if you're someone who wants quiet gaming.

Can I run a game called Ark Survival Evolved at high quality?

I can run Witcher 3 no problem on high settings @1440x900, but Ark is probably more CPU based than anything. I'm going to assume you most likely can, but might have to drop to medium if you get frame drops.

Can this be upgraded to a GTX 1080 or 1070?

It's a 600 watt PSU, but Cyberpower's PSU's are notoriously short lived. I had to replace mine after 2 years in my old Cyberpower pc. In theory, it could work, but you're better off just getting a 750w psu and plugging it into this bad boy to be safe.
