The short answer: No.

The long answer: I think you are confusing his with a modem. This is not a combination of modem and router, it is simply a router. DOCSIS is more along the lines of a cable modem.

What is the true speed of this with all the firewall settings turned on?

I can say that I'm pretty disgusted with Dlink.  
The unit out of the box had Firmware 1.00.  I have updated thru the gui of the router to Firmware 1.02.  DLink doesn't even show this on their support site.  
Things that I have performed since I first received the unit.  Setup Internet via DHCP to Time Warner, set admin password, disabled smart connect and configured (1)2.4GHz with Channel 11 vs. auto, Width 20/40 and (2)5GHz networks. Connected Clients sees clients connected but not assigning any range 0.0.0.0. I am having to assign an ip then, go to the specific device and configure that ip that I statically assigned by the router for it to populate. 
Various days - Static Addresses that I have configured will be gone and missing?  
I have 2 Unmanaged Switches that I cannot go into and configure any IP's therefore any devices connected to these Switches are not able to be managed. No IP. 
The set Admin Password that I assigned is not keeping the password. Meaning, you can get a logon - click OK without having to enter a password to get into the Gui Configuration. I have changed the password and this still keeps happening. I spoke with technicians on multiple occasions during the few weeks and have not heard back from DLink. I would think that this being DLink flagship - the engineers would try to fix and/or get a hold of me for assistance. I am patiently waiting since I've been with DLink for so long but my patience is dwindling and I'm thinking about returning this flagship model for another vendor. PLEASE HELP. I am really sick of the 3rd Party Vendor Support and would like for DLink to assist me with these issues. 
In reference to network speeds.  I have not gauged the internal throughput but I have tested speeds from Time Warner to Wireless Devices and I'm getting around 107Mbps download.  I have lots of devices connected and there's no flutter between them.

This Router or Linksys 1900AC?

I had some issue with Linksys when hooking up some peripherals they might have fix it. I bought D-link DIR/R AC3200 I hade had no issues .
 I still do firmware up dates always go on D-LINK web to download the firmware from the web site .

How many NAT's does it have? I have multiple Xbox's connecting to Xbox Live and want a router with 2 NAT's

Make that 100%, it only supports a single NAT pool.  You could have multiple Xbox's on it but expect some of the typical type 3 NAT problems when trying to use both at the same time.

does it provide mac filtering or not?

Yes, in a sense.
Once a MAC is seen on the network you can apply parental controls to it which can kill any connectivity (no IP address) but there's no "whitelist/blacklist" that is a traditional MAC filtering.

So I can keep known devices from doing all kinds of things, but once someone is on the SSID I have to locate them and then restrict access as appropriate.

is it mu-mimo ?

I don't see anything specific to MU-MIMO (Either Broadcast or MAC) but I am able to QOS each of the devices on the network which may suit your needs.

Awhile Back I saw a black version of this Router. Are you still able to buy the black edition? or was that a limited run?

I've never seen/heard of a black one.  I got this version right out of the gate, but I haven't seen/heard of any all black one.  You could paint it I suppose.

Can this router handle up to 20 laptops/Ipads at the same time?  Our small school has three older routers in the halls for our connections and they are often maxed out.

Yes-- I have 4 cameras, 3 iPads, two phones, x-box, Apple TV, TV, remote control and two Mac's running---smoking fast, plus you can split the (2) 2.4ghz and still have the (1) 5hrz so you don't slowdown one of the three--trust me you won't anyway

What does it offer for access restrictions? I need to turn off certain connections at different times of the day/night.

You can have up to 10 Scheduled events that allow you to block a certain site or restrict all internet access to a certain device or multiple devices. You also get another 15 websites you can block from the entire network. Most of the controls are "Rules" based so you get ID/Name, time, and event style settings. If you search "DIR-890L User Interface" on youtube, there is a very basic run down of the interface.
