Will this work with a Verizon Mobile Hotspot - MiFi 4510L? I have a WIN 7 desktop I'd like to use it on.

The adaptor works well in my wireless office. The 802.11 b/g/n
all work with usb 2.0. I am not familiar with mobile hotspots but I don't see any reason why this adaptor wouldn't work well for you.

Is this compatible with Windows XP?

I never used it for Windows XP although I suspect it should work. I used the D-Link on Windows 8 and it worked beautifully. The only draw back for installing it on Windows XP is that Microsoft will stop supporting the OS in April which will make updating drivers difficult through Windows update.
