My roommate and I are usually on the internet at the same time and we only have one ethernet port. Will this allow us to connect to the internet at the same time like connecting multiple devices on a USB Hub?

Yes, four computers or other ethernet devices can connect through this to one source (router or other switch).  If both your devices work individually at the source they should work simultaneously through this switch.

Does this switch include a DHCP server for autonomous operation?

No I do not believe so, I'm only using it as a hub.
