Item not functional - Factory Damaged

MSI PRO H410M-A PRO LGA 1200 Intel H410 Micro ATX Intel Motherboard

Overall Review: I was ordering some pc parts for make an 10th intel desktop pc, i got all but i check all, change the psu all new. but an technichian talks me that the motherboard is new but is death from factory it turns on them not bios and turns off . turns CPU & RAM LED. I lost hope on that motherboard.
