can you turn off the RGB or is it a rave all the time?

Yes, there are three buttons + and - cycle through lighting schemes, and the center button in power. Press for a couple seconds to cycle on/off

Still checking to see if this works with the AM5 chips?

Yes, at least in the package it says it does, used on a Intel one myself. A pretty nice cooler, with some adjustments on height etc. to it.

Does it come with 1700 socket?

Yes it does, used on one in the past month.
