yes, I have a Ryzen 7 1700 and it fits perfectly. Just make sure to work with the ram clearance and your chassis/case space.

Yes it does,  if its connected to an RGB header, it will work off asus aura sync beautifully

In the specs it says that it works with Intel LGA 115x meaning that it SHOULD work with LGA 1151 or any other Intel platform of a similar LGA nomenclature

There is a connector that will allow you to control it with buttons, but it will not sync with other RGB components on your motherboard.

Will this fit in a Phanteks P400S Tempered Glass case without issues? Is it also compatible with AMD Ryzen?

I'm sure you have moved on from this cooler since then, but yes it can. The p400s can hold up to a 160mm tall cpu cooler, I  believe this one is 156mm, so just under the height clearance

Will this plug in and work on the rbg header on a AsRock B450M ?

Works well with my z370xp MB only problem is getting the RGD to work with other RGB's Separate controls can be frustrating. It should work but RGB will still be annoying at times.
