How many fans come preinstalled in the case? It looks like only one in the rear but I cant tell

I bought this last year and haven't had the case in over a year so Im not too sure but from my memory it comes with 2 I believe, its either 1 or 2, either way this case being so cheap id probably invest in buying a set of new case fans as these are not the best, but if you're on a tight budget my build worked fine and it stayed pretty cool and never got incredibly hot.

does it come with motherboard cables?

Motherboard cables? As in the ones for the power button, power light, hdd activity light, and reset button? Yes, it has those. As with nearly all cases made today, that wiring harness is contained in the front panel of the case. I don't ever really buying or having a case without them. What other cables could you be referring to? I haven't bought this one in particular but I have built 3 machines with DeepCool cases and I really like them and they had the cables I think you are asking about.

Can this fit a cd drive and a m-atx board?

Yes should accommodate the cd player.
But...When I downselected the unit with power search, it was the only case that could support my ATX board and PSU. My bad to believe it and not check the specs. The full ATX MB fits, and there is still space for a cd drive, but there is no space for the PSU. I had to umbilical it out of the case, which turned out ok based on where I use it. 
Specs say Motherboard Compatibility - Micro-ATX / Mini-ITX. Yes, you should have space for the optical drive.

Can the hard drive cage be removed to allow a longer GPU?

If you are referring to the alcove at the lower right of the case when the glass cover is removed, then it is not designed to be removed.  It has 4 rivets that hold the bracket into place and the rivets would have to be drilled out.

How do install a 3.5 inch hard drives?

With the glass cover off and the hard drive facing the right side, you will screw the tiny silver colored screws onto the right side of the 3.5" drive and use them as a rail type system to slide the drive in. This also help prevent it from having extra slack from screws that could potentially hit any fans you have installed up front. On the left side of the drive rack, is where you will use the provided thumb screws to secure the drives into place.

Does front panel fit DVD ROM drive?

specs say "External 5.25" Drive Bays 1"
you can also see the rectangle cutout in the picture. that's the 5.25" external drive bay referenced in the spec.

Question 7

Wondering if this would specifically swallow a PowerColor RX580 Red Devil? The dims I'm seeing indicate it's 5mm too small, but thought maybe I'd check with the community before passing.

Did not get this case as it was out of stock when purchase time came. However these are good budget cases. Your card is a two fan card so it should slide in no issues.

Question 8

The specifications say this will support an ATX (as opposed to micro-ATX) motherboard. I do not see the standoffs for a full ATX mobo. Does it, or does it now, support a full ATX motherboard?

Yeah, the MB Compatibility is wrong, if you look further down in "Features" it specifies m-ATX and ITX as supported.  One thing to note is even with a m-ATX, it's going to be real tight once you plug in your PS to the MB if you want to use an optical drive.  My optical drive simply didn't fit, you need a really shallow one like under 170mm.  For the price, though, this is a pretty nice case.

It has supports 120mm radiator/fan in the front and has a pre-installed 120mm black fan in the rear.
