Can the fan controller turn the fans off or only change the speeds?

Only changes the speed.  Also, at least in the one I purchased for my wife's computer the blue LEDs flash all the time, which is kind of annoying.  Not sure if it's supposed to do that or if it's some kine of malfunction in the device.

Will this fit in my Dell Inspiron 570? I have a pcie slot can will this work cuz I want USB 3.0 Capability.

Will this add power slots, or use existing fan power supply plugs?   I am looking to add at least 2 fans to my system, but have no more open fan slots on the motherboard.

This is what you may wish to acquire add two additional fans — 2x: SYBA SY-CAB65007 7.75" Cable - OEM [Newegg — http://www.newegg.com/Product/Product.aspx?Item=9SIA85V3DG9538&cm_re=Syba_SY-CAB65007-_-9SIA85V3DG9538-_-Product ] DEEPCOOL Fan Control can regulate two fans on one line. But calculate the cumulative 'draw' of all your fans to be sure it doesn't exceed the specified limit.

Is it possible to use the USB 3.0 ports via USB 2.0 slots? I know they will be slower but my case I/O is occupying my only 20 pin 3.0 slot

I did this same thing by using a USB 3.0 to 2.0 adapter harness. So, yes you can- with an adapter.  The card readers use a USB 2.0 connection, if that's anything to you.

I have an Asus M5A78l-M and a deepcool kendomen case i didn't realise that my motherboard only had two fan slots so can i use this for all the leftover ones?

Yes you can, I have 7 fan on my case but only 3 fan connectors on my MB I hooked the rest up to the fan control

About how far do the knobs protrude?  I was going to use this with my case, but my case has a door that goes right over the 5.25" bay.  I'm afraid the knobs might cause some issues if they stick out too much.

The knobs project 1/2 inch. I am guessing the cover is not going to close unless you are able to recess the Fan Control Panel the requisite amount.
