A Dell 7010 MT tower will originally come with a 275w PSU. Since this is refurbished, there may be a chance the PSU was replaced. Unfortunately we're not able to confirm if this system has the original 275w PSU or if it was replaced.

I got a GTX970-oc edition and looking to upgrade a workstation to a gaming rig. Will this unit suffice for a conversion? What is the motherboard, and power-supply on this unit?

I’m running an AMD Radeon HD 7790 with a 550 watt upgraded power supply in a 7010 mini tower.  Your GTX will definitely require power supply upgrade plus a card over 9.5 in long may not fit the case and you have to watch out for the card blocking connections. If you decide it will fit, you may want to consider going to a 7010 w/i7 3770 instead. Try to avoid 9020 as an upgraded power supply requires MB adapter.

Is the RAM expandable, how much? What RAM will work on this board.
Is video on the motherboard, how much.

The Dell 7010 has 2 memory slots so if you have 8 GB now (2 x 4 GB) and want to go to 16 GB (maximum memory for the 7010) you will need to remove the two 4 GB modules and plug the two 8 GB modules in.  This is DDR3-1333 and I've always used G.Skill brand memory as it is the most compatible with any motherboard.
