If I wish to swap out the PSU to a higher rated model, would I be able to do this?

Yes.  It takes a standard power supply.  I replaced the power supply and put in a high wnd video card with no trouble.

Question 2

What is the wattage of the power supply?  Does this machine have a PCI Express 3.0 port?  I want to put a

GIGABYTE GeForce GTX 750 2GB WINDFORCE 2X OC EDITION
 in the machine and was wondering if it will work.

Yes I put the same video card in mine and it works great.  I think it's a 240 watt power supply, but the 750 doesn't draw roo much power. I don't know what version PCI  port it is.

What is the Windows Experience Index?

According to the spec sheet of this model from Dell the mini tower comes with a 265 watt power supply and the max speed of ram is 1333 Mhz. To use a good graphics card you will need to upgrade the power supply.

A forum on the dell community proves that is possible with this model.   :)

Bottom line ...this is a good system but the max memory speed being 1333 mhz will lower the windows index score.

But I read on another forum, which I am having trouble finding now, that with an i5-2400 and another 9 series nvidia gpu with 8GB of RAM the game ran great. I'm not saying you need a 9 series nvidia gpu for this system, that's what others have posted. You may be able to get by with a high end 7 series nvidia gpu for Fallout 4 using this processor.

If you use this system for Fallout 4 turn Bethesda's silly godrays off and put shadows to medium. Fallout 4 is a gpu resource hog because Bethesda did not follow correct coding practices when they made the game. Ex: bound the speed to the FPS rate which is one of the first things everyone, including me, learned in game programming classes is a big NO! Plus the average texture size is 2048x2048 or 1024x1024 for every model! They did that because they think a lot of people are going to be playing the game at 4K resolutions. They did it wrong. A indie company called Stardock resolved this issue years ago by making their textures vector graphics. Their old games can be played on 4K resolutions, which didn't exist at the time, and there is no distortion or pixel scaling. Bethesda needs to research  and get with modern times. IF Bethesda has coded their project correctly and brought their textures up to date Fallout 4 would be widely playable = more $$
