If you were to run software, then yes, as the monitor has only 2 hdmi  and a vga.

D-Sub listed on Specs. Desire VGA connection on 55" to use in a Boardroom as a monitor for presentations. Is this D-Sub a 9-pin
or 15-pin ?  Is it Female ? Is it intended for VGA interface ?

It is a standard 15pin VGA connector, just like any other monitor.  Mine is plugged into an old XP computer that runs my chassis dyno.  It is a great monitor for the size and price.

Will this run on a normal video card similar to a 22" or 24" monitor? Also, how pixelated is 1920x1080 resolution on a 55" display? Thanks!

It should not be a problem as this monitor is used in a conference room where many people connect their laptops to. With all the different laptops connecting not one complaint yet. Used both the VGA and HDMI inputs without issue. In every case, even with the cheapest laptop, the image was very good.
