Can I get it with Win 7 and 8 Gb of memory?

Out of the many Dell PC's I have bought over two decades, this model is at the bottom of the list. I am a professional in this field. I would recommend researching this model PC first on Dell's Forums then general google reviews.

Simplified: Consider this PC if all you need is a decent work PC with only moderate amount of graphics like photo touch-up with maybe Adobe Photoshop and/or web browsing. Do NOT consider if you use extensive applications such as Adobe Creative Suite and do some 3d stuff. I wouldn't even consider this PC a "good" gaming PC - maybe a mediocre one though.

Detailed: It's fine as-is. Like many other Dell desktop PC's - pretty solid out of the box performance wise. I ran a battery of tests and diagnostics - decent specs.
However, I had great difficulty installing PCI-E expansion cards like a better video card. I was able to add another hard drive, that's about it. Had some difficulty getting an SSD drive to perform up-to listed specifications as well.

Note: There maybe some generational differences. But at this point, it's no longer worth my time investigating.

can i upgrade the cpu to i7?

sorry I do not know the answer. But I can tell you my wife runs a lot of different softwares at the same time and we have found this unit to be able to handle everything she has thrown at it so far.  Not sure why you would need to upgrade to i7.

Supported configurations: 2 GB, 4 GB, 8 GB, 12 GB, and 16 GB

1600 MHz speed

I haven't actually opened the case to confirm this, but that is what the "Reference Guide" says, from their website.
