Pretty sure it will. It has one HDMI and one VGA, and Windows should recognize the second monitor and allow for dual screens.
However, I am only using one monitor on the VGA port so I am not certai!

8 Gb seems covering my speed needs. But I would not mind to expand it till 16. I would  recommend to ask more experienced person. sorry -)

Those 2 models are both i5 machines.  Most i3647 models are slim/small form factor version, while i3847 models are most mini
tower version.

You can add up to two additional HDDs to this tower for a Raid 0 configuration. I would recommend another tower since this one is small.
