It's not a touch screen laptop. It's a basic dell 3000 series laptop. The build quality is not that great but specs are good for the price. If you can, I would suggest to extend your budget and get a 5000 series Inspiron laptop with similar specs with a touch screen.

It should run fine with Windows 7.  Turbo boost is a function of the processor and is not dependent on the OS.  The Intel 4210U  does support Turbo Boost.

I have no idea. Mine came with 8 installed. I haven't had any problems with Windows 8.

The best way to tell is to run this model number through the dell support website and look at the drivers available for it. If it lists windows 7 driver then you are good to go. The toughest driver to is usually the wireless card driver when rolling back to an older O/S.
 If it's 8 that you just don't like and not a compatibility issue then you can download a classic windows menu to make it just like 7.
