It does not come with a WiFi card inside, but you do have pci slots to install one.

Does this PC ship with a Windows COA so I can reinstall Windows 7 Pro? I never put an OEM PC in service without doing a clean install of Windows.

The ones that I have ordered from newegg have come with a windows 7 COA, but that has been a while and typically these days I find that they have a windows 8 sticker on them (not ordered from newegg).

That being said, these computers come with a relatively clean install of windows on them.

Does the purchase have to include keyboard and mouse? I already have them and don't need new ones.

I am not the seller, but I did buy one of these and have bought 100's of Dells at other jobs.

The way it was packaged from dell I am going to say it comes with it and there is not an option to have the keyboard and mouse removed.

Still like the 3020 for a workstation!

Does this come with a sound card? None was shown.

Sound is built-in on the motherboard. Driver available at Dell's website.

Does this computer have the ability to add dual monitors or would I need additional hardware?
