Question 1

Does this come with a keyboard and mouse? And what are the specs on the memory?

Read my 5* 7000 character review submitted March 28 2017 and due to be available in "1 or 2 days". Memory is the maximum capacity (4gb) and maximum speed (1066) DDR2. Cannot be upgraded. For anything this computer is suited to, 4gb is wholly adequate. It is unimportant that Windows 7 64-bit can handle more, because this is a 2010 workhorse, not fancy.

How many USB ports are on the back?  What other ports are on the back?  Why no picture of the back?

I am sorry. I bought it for a fiend. It was delivered to them. If I remember correctly it was $85 or so. For that price it didn't matter to any of us. You can add as many as you need!

Question 3

Are these new computers that needed repairs, or well used government/business computers that were outdated and replaced?

I have added several answers above also. When my review is finally posted on March 29 or 30, 2017, you'll see that my 2010 computer had been powered on 200 times but had 23,000 hours on the Samsung drive. This may sound like a lot, but it indicates it was probably powered down weekly for maintenance, and therefore most of the time was probably idle. There were no stickers indicating what agency or company had these, and of course there's no way of knowing whether the components inside were those that originally came with the computer, since the seller is a refurbisher, and this computer can be disassembled in a few minutes. There are some scuffs but no dents on mine and it functioned correctly in all respects. Yes, the computers were either outdated or the outfit that disposed of them reorganized or folded.

Does it have a standard motherboard size and layout?

You should download the Dell service manuals and study the DT / Desktop 380 sections (not the Mini Tower or Small Form Factor sections which are in the same manuals) to determine if whatever you have in mind will work. This is a highly-engineered, proprietary computer, not an agglomeration of standard components. The engineering is magnificent but I doubt that there is anything you or anyone would or could do with this chassis except to use it with the original Dell motherboard. If you could change the MB you'd lose the Windows 7 Pro 64-bit license, which is worth more than the cost of the computer. Still, for the cost you could buy one and play with it.
