Yes, but be careful. We bought 10 workstations and only 8 of them actually work perfectly. The other 2 have issues. (Loud noises and drives not working.)

is this a full form factor ?

Here are the dimensions:  13.5 x 15.5 x 4.5  It does not come with a monitor. It comes with a free mouse and keyboard.  They work great for me.  I like the keyboard, the mouse isn't the best but it was free.

Is this set up to use dual monitors? If not, what else would it require?

No, you would need to purchase a graphics card for it to use dual monitors.  I purchased a GeForce 8400 GS 1024MB DDR3.  I had a tech person pick it out for me because I do not know very much about PC's.  Whichever graphics card you decide on will need a low profile bracket.

Are there any ram sockets left? if so, How many?

There are four slots for ram and you may use a combination of 2 gig or 4 gig ram in the four slots.
I suggest that you use 4 of the 2 Gig ram sticks and see how that works for you.
