Yes, all Core 2 Duos are 64bit compatable, though I would recommend bumping the RAM up to 4GB.

Can you please be more specific about the optical drive? What type of networking? Does it have wireless capabilities?

I'm not sure that the optical drives were standard across the whole line. Mine has a DVD/CD read only drive.  I did not open it to check the manufacturer, and because I donated it to a church, I cannot check via device manager.

There was the standard network access interface (with CAT5 cable socket in rear).  Mine did not come with wireless networking.  Mine is now hardwired to a wireless access point (already owned) at the church to which I donated it.  You could easily purchase a USB wireless adapter.  I've done that with other machines, including a similar Dell OptiPlex that I bought for my daughter.
