If you are referring the the height adjustment of the stand, yes. The stand has adjustable height. As far as monitor settings, all the usual adjustments are available via the front buttons. This is a good monitor, as far as old models go. It is not the gamers or graphics designer dream come true. But it is a sturdy and reliable monitor for day-to-day productivity. I have two on my work desk for 10 hours a day. No complaints.

Can anyone tell me the viewing angle? I would like to use it to wast video. with 2 people not sitting on top of each other. My wife gets to a loving. That is a plus. But not during a action scene.

Manufacturer specs are :  170°(H) / 160°(V).  I would say that is what I am observing.

$69 is a good price for this monitor, but I would consider a widescreen monitor for watching movies.   This monitor is not a 'widescreen'.    If one or two people will be watching then I would start at the 23" widescreen.

The outside dimensions of the screen are
16 1/8 inch wide
13 3/8 inch tall
 
With the stand set to the lowest height the screen is 14.5 inches

No, not because of the monitor but because of the docking station. You need to get an adapter that supports the use of multiple monitors. After you get that any monitors should be able to be used for as an extended or cloned desktop.

I have two connected to mine - may have to use adapter for one depending on if your docking station has the two video ports that are the same

I think just the base - I purchased for dual monitor setups at workstations - have some of both models......don't know of specific difference - other than may be in the adjustability
