Is this a new power adapter? refurbished or used?

I just purchased and received this adapter a couple of days ago.  I cannot tell if it is new or refurbished, but there are virtually no signs of wear on mine.  The adapter was covered in some dust/dirt as if it had been sitting for a while, but there are no signs of use, and it has been working great for me so far.
