Can it pivot into portrait mode?

Yes it can. If scaling is off, many webpages can be viewed in their entirety without scrolling. It's kind of overwhelming.

How is the refresh rate on this monitor? I am wondering because I am considering buying this for gaming and I dont like the idea of only having 30fps

Response times

The Dell UltraSharp UP2414Q will not primarily be used for gaming. Not just because of how expensive the monitor is, but also because even the most powerful cards from AMD and Nvidia struggle to achieve 60 fps when each rendered frame contains 8 megapixels.

If money is not an issue, you could buy two GTX 780 Ti cards along with the UltraSharp, then you could smoothly run games. We don't achieve the super-smooth experience of a 120 or 144 Hz monitor, but the performance is good nevertheless. We measured no more than 14 ms for the transition between 20% grey and 80% grey and back to 20%, which is the most challenging aspect of this test. For 0%-100%-0% we measured slightly more than 10 ms. Both are sufficient for 60 frames per second, and we didn't measure any input lag.

SO IT'S NOT designed as a gaming monitor, but can still be used for gaming, provided the video card(s) can push enough.

Question 3

When I turn off the monitor, using HDMI or DisplayPort,
my Windows 8 PC lowers the resolution, 
causing various apps (windows) to move and resize...

because Win8 thinks the monitor is disconnected.
How do I stop this from happening ? !

Yes, Dan, I turn off my monitor all the time;
so it doesn't distract me, and to save power.

I do not, not, -not- want the monitor to 
shut itself off ( or "sleep" ); never, not ever.

I have the latest drivers, of course.

This is a well hated, well known DisplayPort/Windows problem.
I've Googled it, for long hours, looking for a fix.

Can you daisy chain this monitor through Display Port?

No. Only Thunderbolt allows daisy chaining and this monitor does not have Thunderbolt. Note the mini displayport does plug into the thunderbolt ports of a Mac for its video connection.

When I select (mini)DisplayPort 1.2 mode,
I can't get -portrait- UHD, 2160  x 3840, 60 Hz.

When DP 1.2 is turned off, I can select
-portrait- UHD 2160  x 3840, 30 Hz.

Also, my hardware video decoder,
the LAV filter, doesn't work for this monitor.
It works for my other (HD) monitor.

My graphis card: nVidia Quadro K600

Any solutions ?
Must I turn off DP 1.2, to get a portrait UHD display ?
How do I get the hardware video decoder working ?

I no longer care about the 30Hz limitation 
( when in portrait mode ).

Now, I -can- play any-and-all videos.
KMplayer was the problem, not the video card;
"Zoom Player Free" was the solution.
