Is it IPS (per spec) or backlight LED (per title description)?

It's backlit IPS. The two technologies that you are referring to are exclusive to each other. All LCD monitors have some form of backlight. This monitor uses LEDs for it's backlight. IPS is the technology for the screen itself.
