will my 2019 MacBook Pro laptop be able to work with it at all?

As of exactly a month ago, someone online wrote a testimonial that they got it to work in Boot Camp only, with the 2019 model. So, yes. Also, if you are willing to spend many hundred hours hacking, it is possible to get the monitor to appear in Mac OS as two separate 60hz 4K displays, or one 8K 30hz (but it crashes a lot).

Also before a month ago, the Mac owners who had this monitor couldn't even work together long enough to have a discussion about what is and isn't possible. It's worth mentioning that so that you go into owning this dispiay with eyes wide open, if you buy it. You're not going to be able to get help because very few people own it and they don't cooperate with each other well.

A friend of mine who is an Apple engineer said that they looked and there is literally no formal support for 8K displays, so all of the times that people got it working on Macs, those were accidents. Apple has to manually write in support for 8K resolution (and any new resolution) because of weird design issues present in the guts of Mac OS, and they said they wouldn't for at least another year.

Unless you have a very good reason why this and only this display will fit your needs, get the official 6K display from Apple. I don't know anyone who consistently uses the UP3218K with a Mac, because everyone gets burnt out wrestling with the problems and quits.

Is this really 8k? How? I thought monitors only went up to 5k.

Yes, it is 8K. The resolution is 7680x4320 on a 32" IPS display. Dell is currently the sole manufacturer producing such a display.
