can it come with win7 home premium?

On Newegg it is sold with Window 8 only. You can order it with installed Window 7 instead directly from Dell but for additional price. However, if you have access to Window 7 installation CD (for me for example it came with my prior computer), you can easily remove Window 8 and install Window 7. Works without any issues so far.

yes you can, as well as add more. I had SSD installed (purchased separately) as main HD with Windows, and use original HD as extra
