Does it require a window for exhaust?

It is equipped with a 4 in exhaust pipe that I had to install. I drilled a hole in an outside wall and added a non return cover similar to what you have with a dryer exhaust in most homes.

I would like to know the electrical specs of this item- I have read that it uses a standard 115v outlet but then it says it produces 3810 watts of heat- I am going to assume that doesn't mean it uses 3810 watts of electricity because that would be over 30 amps and most household circuits are either 15 or 20 amps... does anybody own one and can look on the unit and see what the electrical rating is?

I have some of these units, about the best you'll find, and the "heat pump" heating function works great. It will not exceed the usual 1500W limit on a household outlet.
Look up "heat pump" on Wikipedia for an explanation (quotes below).

These units, used in the HP/heat mode, actually DO produce 3-4 times the heating 'watts' (or BTU's) than they use as power consumed watts from a 120V household plug. The 12,500BTU rating (1-ton) unit converts to ~3500watts equiv electric resistance heat (heat strips).

My actual wattage readings,obtained by putting a handy Newegg power meter between the plug and unit, show it. 
I measured that when used for heating/HP, the DeLonghi drew about 1250W (1250 / 120V = 10.42A) from the outlet. I have no way of measuring the actual heat output (in BTU's or watts), but it does generate a lot of heat; enough to heat about 800sqft of high-ceilinged livingroom space when the outside temp is in the 40F's to low 30F's (about as cold as it gets here-- only a few nights that cold this year).
When used for air cond (cooling, or dehumidifying), the unit draws from 700W-1250W of power from the outlet, depending on inside heat load. You can of course feel the waste heat exiting from the exhaust hose (I recommend thoroughly taping and insulating that hose, the weak point in efficiency loss of the unit).
Running the fan only is about 20-40W.

"In electrically-powered heat pumps, the heat transferred can be three or four times larger than the electrical power consumed, giving the system a coefficient of performance (COP) of 3 or 4, as opposed to a COP of 1 for a conventional electrical resistance heater, in which all heat is produced from input electrical energy."

And for "BTU":
"One Btu is approximately:
1.054 to 1.060 kJ (kilojoules)
0.293071 W·h (watt hours)"

Question 3

I have a sliding door and need a vent package.  How do I find this?

Probably have to make something. The vent package that comes with it is not very good in any case and to be installed in my windows we had to augment it with some wood.

does this have auto restart if power goes off?

Unfortunately I haven't unpacked this version as it is kept as a backup but my other one which is a different model does not restart and must be manually restarted if power is interrupted. Sorry I couldn't be of more assistance. Word of caution: be sure that you are plugging into a circuit that doesn't have too many other active devices or lights powered or you mat trip the house breaker when the compressor cycles as there is a temporary power bump. Same as any other refrigerant device. They draw quite a bit of power. Good luck.

Yes.  Vent hose is kinda short, and you will want to seal the ends with ducting tape.
