Is this fan variable speed? Can I use my normal fan controller?

YES, it is variable and can be controlled by your fan controller.
PWM = Pulse Width Modulation, which is the speed control mechanism for fans.

Note that Delta fans come with bare wires and not in a connector, so you will need to put pins on the wire. (see Wikipedia PWM for wiring).

I love the Delta fans they generate more air flow than any other fan I have been able to find.

Question 2

The specs on this at the Delta fan site state that it draws 28.44 Watts of energy at 12 V., and there seems to only be a 4-pin fan header connector.

QUESTION: Is there another connector to the PSU or a Molex?  There must be another manner of getting power to this fan or else it would fry the header, would it not?

Are not these fans which spin above 3400 and 4000 RPMs drawing too much power out of a little 4-pin header?

no it wont burn out the header long as your motherboard supports 4 pin. my crosshair v has 7

Can a motherboards 4 pin connector control the speed of this beast?

That is a beast of the fan. It has a four pin connector on it, so it has speed control. But you need to check the motherboard manual to make sure the cpu header can handle 2 amps, since the fan consumes 1.74 amps or else you will damage that header and possibly more.
