SO do i have to use both the 4 pin and the 3 pin for this to work or is this one of those fans where i can use one or the other?

no, the Molex (4 pin) will power the fan alone. the other 3 pin ( blue) is for speed monitor/control and is not really needed for the fan to run, but is useful to monitor the fan.
