I use mine to connect the HDMI output of my ZOTAC mini-PC to a VGA monitor. It works great for that application.

I just tried connecting my laptop VGA output to a HDMI input on the TV and it does not see any signal in that configuration.

NO.
Just the Opposite.  This is a HDMI to VGA adapter.
It takes a HDMI port on your computer and allows you to attached a standard VGA monitor with the 15 Pin cable.  converts digital HDMI video signals to analog VGA.

Does this cause a visible latency of 200ms or more when using it? because I am trying to find something to reduce the input latency from my computer to my HDTV. Thank you.

I connected two of these on two different computers to a projector without any latency at all. They seem to work exactly as advertised, and they are both in service as of this writing.

Yes.  But my board has HDMI out and not VGA.  I use a HDMI to VGA adapter and works well.
