which is input and which is output?

The DisplayPort male is the input, and the HDMI female is the output.

Would this work for the RX480?

it works with any graphics card with a displayport output.

Is this compatible with 30Hz 4K? (3840x2160@30Hz)

Per the specs here, "up to 1080p" HDMI 1.3. I bought the Club3D CAC-1070, it's HDMI 2.0 HDCP rev 2.2 17.28Gigbit/second
