Question 1

although this is a mini-itx case, based on dimensions- no reason I can't use a Gigabyte GA-AM1M-S2H micro atx board right?  I know there aren't standoffs for the bottom two screw holes, but seems like it would work unless I'm missing something

I assume you do not want to use 2 PCI-e expansion ports on the mobo below video card.
Look at the position of the HD's on the bottom, that is where your front panel connections will go: USB 3.o, audio, rower reset switches,etc. 
Using SSD will help.
Hopefully you will not install processor that runs very hot 4-6 core /most AMD's do/ since the power supply will face the CPU fan.
Choose components wisely, make sure your PS has minimum 120 better 140 mm fan, but is not too beefy and heavy.
Any plans tp have video card there?
Look at other  mini cases or shop for ITX  motherboard

Question 2

I noticed that one reviewer said he had an HD 7790 in it, but I was looking at the specifications and it only says it'll handle up to 180mm (~7.1") graphics cards. I've got an MSI made HD 7770 that is ~193mm (7.6") long and I was thinking that the reviewer's 7790 couldn't be any smaller than my 7770.

Is the 180mm a hard rule, or does it have some give? (like 13mm of it)
Has anyone put a double-slot graphics card in here that could weigh in on the subject?

I measured 8" from card header to case wall.. Basically, 8"(203mm) from front of case, to back of case..
It can totally fit a double wide card, BUT!!! only 8" long, and if your power cords are on the front of the card, you can't.. The power cables MUST be on top of the card if the card is just shy of 8"..
Running a double wide card, MIGHT run into HD issues, since the HD's are mounted on the bottom of the case, or in front of the fan side of the card.

And using a modular power supply, helps A LOT!
