I assume the fan sucks in air though the fan shroud and blows downward onto the heat sink correct?  Or does it pull the hot air up and through and out the fan shroud?

The fan pulls air up through the heat sink and expels it out the shroud.  In general this the the standard for cooling, due to the fact that temperature increases when air is compressed.  Thus you do not want to compress/heat air before sending through the heat exchanger.

The description lists LGA 1156/1155, but the specs list LGA 1156/1150, is this cooler LGA 1150 compatibile or not?

I normally use these on 84 Watt TDP boards and CPUs.  However, the manufacturer states these can be used on CPUs rated at 95Watts TDP.  So you shoudl be good.

The fan is exactly the same part number. If heat sink doesn't match up, just use yours,  Fan will fit perfect.

Will this fit on a stock Dell 530s motherboard with an Intel Core 2 Duo E8500 Processor?

Unfortunately I can't answer your question. I used this on a motherboard with an i5 cpu and LGA1155 socket. It worked perfectly. The E8500 uses a 775 cpu socket, so you need to check the docs to make sure it will fit that socket type. Good luck.
